The Government has issued a Resolution on approving a program for cutting and simplifying administrative procedures related to production and business activities for 2025 and 2026.

The program aims to implement the Party's guideline on reducing and simplifying administrative procedures and investment conditions to create a favorable, fair, and transparent business environment.

Accordingly, in 2025, the Government targets to cut and simplify at least 30 percent of unnecessary investment conditions and at least 30 percent of time required for processing administrative procedures, and reduce compliance costs by 30 percent.

All administrative procedures related to businesses will be conducted online in a seamless, efficient, and transparent manner, minimizing paperwork. All procedures will be implemented without being restricted by provincial administrative boundaries.

All internal administrative procedures between state agencies and within each state agency will be reviewed, reduced, and simplified.

In 2026, the Government will eliminate and simplify all of unnecessary, overlapping, or unclear investment conditions while removing all investment conditions for industries and sectors not listed in the conditional business sectors under the Investment Law.

Time required for processing administrative procedures and compliance costs will be reduced by half compared to 2024 while all administrative procedures specified in technical regulations and mandatory standards are publicly announced, reviewed, streamlined, and simplified.

Additionally, all of business reporting requirements will conducted onlne and all of internal administrative procedures within each state agency will be managed electronically.

From 2021 to the end of February 2025, ministries and sectors reduced and simplified 3,199 business regulations, accounting for approximately 20.3 percent of the total 15,763 business regulations.

The digitalization rate of administrative procedure records and results reached 43.36 percent at ministerial level and 64.28 percent at local level. A total number of 4,435 among 6,367 administrative procedures have been made available on the National Public Service Portal, making up 69.6 percent./.
